The “Add Project” button is for any Foresight user or administrator to create a new Project in the Project Form, to which they automatically have Edit permission.

Before the Project Form is opened, the Project Hierarchy Selector dialog opens to select a Hierarchy node for the new Project to go into.

To give other Foresight users access to the new Project, contact the Foresight Administrator.
