Applies the Conquest Business Rule that Asset Inspections must have a Confirmation action performed before they can be uploaded to the Conquest primary database.  An inspection can only be confirmed once all the required fields of an Inspection have been entered.

All fields of the Asset Inspection Confirmation form must have an entry. The Inspector and Organisation are retained and presented in the form every time it is used.
